A Design can contain several <toc> nodes. In that case, the user can switch between the TOC's using a selection box in the content header. Each <toc> node should have a 'prp' attribute specifying the global property subset (overriding <prp> node's properties).

Note that if using the <path> property, the topic files of different languages have the same names but are placed in different subdirectories (en/, ru/).
